This review provides key definitions and introduces monitoring methods. It describes and compares four identified existing protocols (WHO, WHO-CLICK, INFORMAS, Nordic) for scope, topics, and techniques; outlines gaps and challenges; and provides interim recommendations for the proposed EU-wide monitoring protocol.
